Regional Education Technical Quality Assurance Lead – Education Development Trust

Education Development Trust has worked with governments and development partners to strengthen education systems in countries across sub-Saharan Africa including Kenya, Rwanda, Somalia, Mozambique, Malawi, Uganda, Ghana, Botswana, Zimbabwe, and Ethiopia. We consistently seek like-minded, talented people to join our team on both short-term technical assistance and long-term education reform programmes to help us maximize our impact improving the quality of education provision. We do this through impactful models of teacher professional development, school leadership capacity building, enhanced approaches to accountability and system strengthening. We have an exciting consulting opportunity that will support the design and implementation of a new strategy for education technical quality management across the regional SSA project portfolio.

Purpose and scope:

To provide support for the design and implementation of a renewed strategy for education technical quality management across the regional SSA portfolio of projects. This includes ensuring project technical outputs are quality assured, and that our education solutions deliver impact commensurate with our ambition, alongside meeting client requirements and stakeholder needs.

Objectives:

1 Review the current approach to education technical quality management across the SSA region.
2 Design a revised and enhanced approach to education technical quality management, including the enhanced use of data and MEL (working with local and central MEL team) and quality assurance standards to support our Delivery Excellence Framework (working with the SSA Programme Delivery Director).
3 Provide support to projects as-needed to support education technical quality.

Outputs:

1. A report highlighting the strengths and weaknesses of the current approach to technical quality assurance (by end of month 2)
2. A revised strategy (by end of month 3) and implementation plan (to begin in month 5)
3. Where necessary, direct support to project teams to enhance technical quality

Duration:

6 months full time (we would consider a part-time arrangement, min. 15 days a month)

Person specification:

Knowledge

Essential:

• Qualified to Masters level or above in a relevant field, e.g. education, international development, basic education, teacher training, and/or social/behavioral sciences, or another education related degree. Strong knowledge of education systems in Sub Saharan Africa
• Strong knowledge of key approaches to education system reform, including teacher development, school leadership, education system strengthening

Experience

Essential:

• Extensive relevant experience, with at least 15 years of this working in a developing country context, including Sub-Saharan Africa
• Proven experience in leading, managing, monitoring and supporting the technical design and implementation of education programmes
• Demonstrable MEL/evaluation skills, knowledge and experience, including experience in adapting technical activities based on MEL/evidence.
• Experience in the delivery of NGO/donor funded (e.g. FCDO/USAID/USAID) education sector programmes
• Proven experience of working on capacity building and skill transference projects within the education sector

Desirable

• Experience integrating inclusive education techniques into teaching training
• Experience working with education technology as part of education reform solutions

Skills

Essential:

• Excellent analytical, solution design and strategic thinking skills
• Excellent verbal and written communication skills including report writing
• Excellent data analysis, with proven ability to create and utilize qualitative and quantitative analyses in planning and design
